Mr. Thomas Mahlik currently serves as Chief of the Counterintelligence (CI) Strategy and Domain Section, CI Division, Headquarters, FBI. In this capacity, Mr. Mahlik is the lead designer of new FBI private sector outreach and partnership initiatives focused on strengthening the CI posture of Corporate America, the Defense industrial base and Academia. Mr. Mahlik was promoted to this position following assignment as Special Advisor to the Assistant Director for CI (February 2005 – July 2006)---a first-ever position that was established between the Department of Defense (DoD) and the FBI to accelerate development of a National CI construct focused on the protection of critical U.S. technologies, R&D and acquisition programs in the private sector. Since joining the FBI’s National Security team, Mr. Mahlik has been the lead in delivering interagency perspectives and operational advice to field divisions on matters related to Research and Technology Protection (RTP).

Mr. Mahlik has extensive experience (22+ years) as an operator, supervisor and planner across the spectrum of CI missions, both overseas and domestic. He is also a certified case officer, Central Intelligence Agency. Prior to his assignment with the FBI, Mr. Mahlik served as Deputy Assistant Director for CI, Naval Criminal Investigative Service (NCIS) Headquarters, Washington, D.C. (2003-2005). Previous leadership positions in federal law enforcement and intelligence include Mr. Mahlik’s assignment to the U.S. Pacific Command (USPACOM) as the CI authority responsible for coordinating and validating joint military service, interagency and international CI and Counterterrorism (CT) strategies, plans and policies in support of USPACOM missions (2001-2003). Under his leadership, the USPACOM CI office received the 2003 outstanding DoD CI agency award. Mr. Mahlik was also the Assistant Special Agent in Charge (National Security), NCIS Washington, D.C. Field Office (1999-2001); Resident Agent in Charge, NCIS Marianas, Guam (1998-1999); and Supervisory Special Agent, NCIS Far East Field Office, Japan (1996-1998).

Mr. Mahlik received a B.S. in Business-Marketing from Arizona State University in 1984 and is a graduate of the Kellogg School executive program (2006).
